The Company:  Headquartered in Richmond, Virginia and operating across 15 states, Groome Transportation is a very successful specialty ground transportation company providing (i) medium- to long-haul scheduled van service between major airport "hubs" and distant regional markets (the "Airport Shuttle" segment) and (ii) closed-loop campus shuttle services contracted with academic and institutional clients (the "Contract" segment).  

The Position: The DOT Compliance Manager will spearhead the development, implementation, and enhancement of the Groome Transportation's compliance program; meeting all DOT and DOD transportation regulations. He/she will assist and work directly with the Management team to ensure Groome maintains compliance with all Federal and State regulations required for entirety of Groome's vehicle fleet.  This position's main responsibility is auditing location operations to ensure DOT compliance.

Essential Functions

  • Create and maintain electronic driver qualification files which include employment applications, driver license endorsements, medical certificates, DMV notices and a 10-year employment history for drivers
  • Create and maintain electronic vehicle files
  • Confirm driver participation in DOT approved pre-employment and the Random Drug and Alcohol Testing program
  • Audit all DOT files for Groome Transportation, working closely with Regional Management. This includes:
    • Audit and maintain driver DOT logs and timecards per DOT Hours of Service Regulations
    • Review driver qualification files for compliance
    • Conduct driver and vehicle audits and inspections to ensure DOT and Groome compliance
    • Ensure Groome's CSA scores and associated BASIC information is reconciled, accurate and communicated to respective management
    • Identify trends and training gaps, as needed
  • Subject matter expert for all DOT/CSA related issues and questions
  • Conduct random CMV inspections to access compliance
  • Stay current with federal and state DOT regulations, while also ensuring Groome Transportation is prepared for all future compliance regulations
  • Work with operations and safety to help implement a proactive approach to DOT compliance focusing on accountability, incident prevention, training, etc.
  • Monitor compliance of Fleet operations to ensure that all personnel comply with Groome administrative policies and procedures, as they apply to DOT compliance
  • Seek out industry best practices and more effective/efficient methods to achieve operational excellence in incident prevention and DOT compliance
  • Review roadside inspections and respond with corrective action training if needed
  • Maintain and coordinate recertification of commercial driver's license, physical cards, annual motor vehicle records, endorsements and relevant training
  • Work with multiple terminals assisting them with day to day DOT related issues
  • Work with Regional Managers, District Managers and Operation Managers to ensure Hours of Service (HOS) are 100% compliant within both ELD locations and Short Haul Exemption locations
  • Participate in the new hire process and ensure road tests, mentor packets, etc. are being filled out and completed
  • Assist with training of new managers on DOT compliance and best practices

Qualifications

  • Bachelor's Degree
  • Minimum of 5 years of verifiable experience in the transportation industry in a safety compliance role, specifically DOT passenger carrier compliance experience
  • General DOT log book knowledge
  • OSHA standards and reporting (OSHA 10 or 30 certification preferred)
  • USDOT/FMCSA certification
  • Reasonable suspicion training certification
  • AOBRD or ELD experience
  • Ability to travel around to different terminals in the US that may require overnight stays
  • Vast knowledge of FMSCA regulations and the 7 basic categories within the CSA scoring system
